Large space last third of page

I frequently have a problem with pages forced into large blank areas at the bottom, as much as a third of the page.
I use footnotes a lot, up to 10 on a page. The large blanks are forced when I have a lot of footnotes.
It happens even when the next paragraph is small and could easily fit in the space.

How can I avoid this as leaving a third of the page blank looks very clumsy.
