The only way I found is to use a 1x1 table. It would help is the table had a Wrapping Style Layout option, and possibly more shapes than a mere rectangle, or perhaps a round corners option.

I'm trying to mimic Word AutoShape to insert a comment inside the text.
Is there a way to do this in AWP?
