Embarrassing beginner question

No, I'm not a beginner to Atlantis although, the question is one which a beginner might ask. Hence, the embarrassment after doing a search.

How do I turn on double spacing between lines, either as a full document setting or an as-needed setting within the document (eg. a list of points needing the reader's attention)?

There is not an overall setting but there is one that is almost overall. Try:

1. Format -> Style
2. Note that there is a list of all your paragraph styles. Most it not all will be a derivative of the Normal style. These can all be changed in one fell swoop.
3. With normal highlighted select Modify.
4. Then select paragraph
5. Line spacing will be just below middle on the right. Pick the one you want and ok everything.

this should get everything you want but examine your document and fix any paragraph that didn't conform. Normally the spacing defaults to derive it from Normal so this should work unless some particular style was not under the normal umbrella or it was specifically overridden.

If you want all of the document lines to be double-spaced, you can do as Dale suggested.
If you want only some specific paragraphs to be double-spaced, associate each of them with a dedicated style whose Paragraph properties include double line spacing.
