Wish: Document bar always just beneath the other toolbars

Is it possible to (make to) have the document bar always just beneath the other toolbars. I've 3 rows.

Helas,
View | Document Bar > Position > grey.
I want the document ALWAYS in that place at the top. Despite the presence of other toolbars. Independent.

The Document Bar needs to be visible for the related menu commands to be available.
First, make sure that at least 2 documents are open in Atlantis.
Then, activate “View | Document Bar > Show” if the Document Bar is not already showing.
Finally, click “View | Document Bar > Position > Top”.
Note that the Document Bar will only be visible when at least 2 documents are open if “Hide Document Bar for single document” is activated on the “View” tab of the Atlantis global options (“Tools | Options > View tab”):
